Following is paraphrase of telegram No. 10 of January

28th from Shameen China to Peking.

It is feared by Hong Kong that if a Commercial blockade ia instituted trade will be considerably

harmed.

I would suggest that Military Government be notified that any damage will be made good out of non-allocated South Western Share of surplus of some 3,000,000 Taela and that this be held as a reserve fund.
